Azure AD Free will still enforce Microsoft’s password checks against cloud accounts – so its not a “limited” dictionary.

The P1 version of the licence is required to extend this functionality to on-premises. You get Azure AD P1 either standalone lincence or part of EMS E3.

I am using Active Directory Free, I think it is checking the passwords but I want to confirm as the enforce option in AD Authentication Method is greyed out. I tried testing an Azure Account using the associated user name as a password, and was given a warning using the Active Directory free version, I also tried Password ! as a password and was given the same warning. I tried a few state names and those worked so I am not sure if it is just a limited dictionary check.

Yes. You can create a custom list with up to 1000 keywords in it that you would like to block. So include your domain name, office address & city, company functions and tasks etc.
