Currently the Action Pack (which Microsoft charges for) continues to only offer O365 E3 licenses. This is already a problem for Avatars and will soon be an additional barrier to co-pilot. Microsoft seems to have fixed this for everything but the Action Pack, as MVP, and the Solution Partner Benefits now have M365 licenses
