I was told this about SE licensing:

There are two options for a qualifying “subscription.” One is mentioned below – Licenses + Software Assurance (aka L&SA). This option exists today, and many customers purchase this way, and their SA “subscription” gives them latest version rights to Exchange Server 2019 today and (if they keep SA active) Exchange Server SE when it is available. The other option, which also exists today, is to simply buy cloud subscription licenses (or what we sometimes call user subscription licenses, or USLs). Depending on the SKU you purchase in the cloud, you might even get the Exchange server CALs included (e.g., those come with ME3 and ME5, for example)

So if you must upgrade all your Exchange server to SE before CU1 become avilable.
